Will there be one small village like Takigakure open? I would really like to make my char at one quiet Village.

It is ultimately up to your kage as for what position you will get, so you will have to impress them with your RP skillz. But naturally, genin spots need to be filled. But experienced RPers that have stuck with US will rewarded with ranking as you should be. We like loyalty. ^^
