Description: Using her fan, Suki sends a blast of wind at the opponent. Her fan allows her to use less chakra for this jutsu. It is a weaker variation of Daitoppa that uses less chakra for almost the same effect. Suki can throw stuff like powders into the air and disperse it. This can be used to mask her scent, send dust towards the opponent, or just make the place smell better.

What does the powder do?

It's no specific powder. It's in general, this jutsu just lets me disperse powders and stuff into the air.
It's coz Suki keeps herbs, so the powder might need to be breathed in for medicinal use or it might be a sedative etc ^^

You'll have to list these powders in a weapon app. With generalization comes people taking advantage of stuff. Next thing I know you're realeasing anthrax into the air and killing people.
