I belive this would be more of a good guide lines for those poison users which mostly are Medical ninjas.

Poison Ranks:
Poison jutsus are pretty strong and you all know it. You can kill someone instantly with one of these so i kind of made this. Along time ago,although I never used it. I belive a person can only use Jutsus that have poison or weapons,depending on their rank. For example a Genin i beilve shouldn't be using poison and stuff,because they are still not as much experienced like a chuunin or jounin.

Genin: cannot use C rank poison techniques,only D ranks.No C ranks until they reach chuunin.

Chuunin:They should only be able to use 2 doses of poison in their character. Meaning the most 2 posion jutsus.

Jounin:
I belive a Jounin should be able to use atleast 4 dose of poison. And they must be put on the character when you join. Also,you must tell whether when you use it or something how many doses are you using for the poison.

These ranks follow the rules for Jutsu Rank however the poison whould not be as powerful as a jutsu of that rank.

Who Can Have Poison:
People with the poison element:Would be different they are mastered with it,ofcourse they will be able to use it unlimited but only according to your rank. Not as powerfull unless you're higher ranking.
Special Ranks (they will have weaker ones generally)

Poison Immunity/Weakness:
If a character has a strength or weakness of 'Bad Immunity to Poison' or such, then the poison has the effect duration extended by mentioned number. Likewise for immunity, the effect duration is subtracted by the mentioned amount.

Antidotes:
Your character can have a maximum amount of antidote doses as they do poisons. Attempting to possess more, would usually mean a sacrifice on behalf of another field such as jutsu slots, extra weaknesses, etc.

Sample Poison Effects:
Below is a small list of acceptable effects for each rank. If a certain effects is not listed here, then they will be judged according to the below list.

D-rank poisons should cause mild annoyances, and mental distractions like sneezing or a little dizziness. They may also cause tingling feelings, or cause a body to chill.

C-rank ---mild hallucinations, sharp bursts of pain or severe dizziness.
They may also cause body temperature fluctuations.

B-rank poisons would actually be able to do damage. They may cause muscles and nerves in regions to become less active.They can also cause the victim excruciating pain or make them throw up.

A-rank poisons are seriously dangerous to get afflicted with. They can cause extreme in several parts of the body. Total paralysis of an affected region is also possible.

S-rank poisons are extremely dangerous. These poisons are generally equally powerful to A-ranked poisons in terms of severity of their effects. Their danger comes in the fact their other properties (ex: chemical properties, dosage, duration time,etc.) surpass those of A-ranked poisons.

If your making a poison or something i think people should use this template.

Name: [ Insert the Name of your Poison. ]

Creator: [ Insert the name of the creator and link to the profile if applicable. ]

Rank: [ Insert the Rank of your character's Poison ]

State: [ Gas, Solid, Liquid ]

Delivery Method: [ inhalation, drinking, intravenous, etc. ]

Poison Effect: [ Describe the effects that your poison contains. More detail would be put in the following section. ]

Activation Time: [ In this section you must describe the onset of the poison and how it occurs. i.e. describe the symptoms after the victim is affected. ]

Effect Duration: [ Here you describe how long the effects of the poison last for. ]

Chemical/Physical Properties: [ This section describes the physical properties/chemical properties of the poison. Is it dry and flaky, damp and gooey, etc. Optional. ]

With poisons...Idk, I think that you're suggestion is the wrong way to limit them. Instead of restricting the kind of poison, the method of contracting the poison should be limited.
For instance, Genin are limited to injection only poisons, and can carry no more than 5 vials on them at a time. Unless their second specialty is weaponry, in which case they can carry 10 more in a weapons scroll.
As a chuunin, They can only have injection, and skin osmosis (poisons that are absorbed through the skin), and can only have 10 vials, unless weapon specialty, and then 10 more in a scroll.
As a jounin, they can use any form of poison contraction. This means injection, osmosis, gaseous, mist, etc. They also may carry up to 15 vials, and 10 in a weapon scroll, if a weapon specialist.

Well I could fix things up then, and yeah it kinda makes sense when you put it that way. Im just trying to make a good guide,to prevent people from over making it.
