Description: Dirt Fog is a technique much like the kirigakure no jutsu, Only instead of a Thick misty fog, the user makes one hand seal and a large could of dust covers the area, making it very hard to see.The victim of the jutsu or anyone else trapped in it can only see about a foot in front of them The technique is used to distract and disorient the opponent, while allowing the user to move about freely and unaffected by the jutsu. The fog covers an area about 30 by 30 meters and last for 2 posts.

Dust would take less then a few seconds to clear...

and honestly, I think this would be wind..

It may be the earth that you are stirring up dust from.. but I can't imagine you doing so without wind..

Actually, I don't think this is wind. The problem is that a wind jutsu would work differently depending on the terrain you used it on. Thus when you were on the water it would cause a spray rather then a dirt cloud. Change the mechanism of how the dirt is placed into the air, such as a violent jolt of the ground throwing dirt particles into the air or a small wave of dirt crashing down to form a concealing cloud of dust and particulates. This is very workable, you just have to explain how it is done.
