Use: To draw out time, or threatening your opponent. WARNING, it can be turned against you, if your opponent himself jumps into the symbol, he can use it against you.

Firstly, this is a jashin technique, meaning only jashin can use it. Secondly, its extremely under ranked, it would be B ranked or higher.
