Description: For this jutsu, Near will make a few handseals and raise his arms to the sky. Using his chakra, he will combine oxygen and hydrogen atoms in the air to form huge rain clouds. After 1 post, it will begin raining. Because he's combining oxygen and hydrogen, there doesn't need to be any water in the air for this to work. This is used primarily to create water for water based techniques or for manipulation.

Name: Chakra Strings technique

Description: This jutsu requires incredible chakra control to use effectively. This technique is very similiar to the puppetry technique in the fact that it creates strings of chakra that can be used to control things from afar. However, there is a few key differences;
This technique can not be used to control puppets.
This technique is completely invisible to any eye.
The user can only have 3 strings connected to each hand to the the index, middle and ring finger.
Near uses this technique for the control of weapons as well as grabbing things like his opponents weapons. However, with enough force, this technique can be broken.
