| Is there a limit to how many puppets someone can control per rank? I've seen varying levels, with some puppet users have lots and some having only a few. Although, canon wise Kankuro had only three even at Jounin rank (I thinks), and Chiyo-baasama had only ten at her rather prestigious level of skill. Does this site have a limit per rank? Or is that left open to the user? | |

| Logically, it takes a lot of skill to manipulate more than two puppets at a time, and even that is supposed to be above Genin-ranked. So the system should be something like, 1 for genin, 2 for chuunin, 4 for jounin, 8 for the ranks between jounin and kage((including criminal equivalent)) and 10+ for Kage-level shinobi. | |

Jounin: 6 E rank Puppets 5 D rank Puppets 4 C rank Pupets 2 B rank puppets 1 A rank puppets

| that is at once. Like, they couldn't have 2 E ranks and a D rank as an academy student. It'd either be 2 E ranks, or 1 D rank. | |

so for instance, an S rank could have 2 A ranks. OR 1 S rank. but not both... you see? | |

| How is puppet rank determined though? Could a puppet with one good attribute/weapon be considered a low rank because it doesn't have much? If we follow that token, could an S rank puppet be neigh invincible with an array of fatal weaponry? A lot of people are weary of puppeteers, but how popular of a thing is it? I think many people have concerns about puppet users, but the reality is you are unlikely to end up facing one.
I would like to purpose a different system. Instead of limiting the puppets per person per rank, instead limit how many things a puppeteer can do at once. For example... You have en fingers, one for each thing to do. A high ranking puppeteer could probably make his puppets run in one direction with one finger, but maybe it takes two fingers to manipulate a single weapon on one puppet. What we see is that a person is limited by the complexity of what they want to do. You could move around a small army of puppets, but only actively fight with a few at a time.
At certain ranks puppeteers could get the ability to use the same number of fingers to perform one action among all their puppets. So a genin can have all his puppets run in one direction at once. A chunin can use one identical weapons on all his alike puppets in unison with the same controlling finger. Jounin could get the ability to use combination attacks with the same controlling fingers instead of using one set for each type of puppet.
The result of this sort of system is that a puppeteer can use simple strategies with larger numbers of puppets, but need more fingers to control complex actions and mechanisms, thus limiting the number of puppets they can use at once. A user then must decide what strategy to use, being able to trade off tactics as needed.
One important thing to consider is the puppet summoning itself. You need to be able to summon all your puppets, so using an army would place a drain on your chakra before the battle even begins.
