Many people seem not to know the difference between Pets and Summons. The difference is simple, Pets are not allowed to use techniques and thus are ineffective at combat with one exception and Summons are allowed to use techniques and can aid you effectively in battle. The reason for this is simple Pets cost no chakra, while summons cost a defined amount. Therefore were pets to be generally allowed techniques they would be free summons, effectively free power ups. Such a practise is against site policy and is unbalancing. The one exception to this are pets gained in Nin-Pet kkg relationships akin to that of the Inzuka clan.
To clarify:
Summons are allowed techniques and are combat effective
Pets are not allowed techniques and are not combat effective on the whole
Examples
An example of your average Summon is Gamabunta, a huge intelligent Toad capable of using many Jutsu
An example of your average Pet is a cat that has no techniques and has the combat prowess of a your average house cat
